The Former President's Woke Alarm Overlooks The Continent's True Threat: Technological Decline.

The recent US security policy document presents a misguided view of Europe. The document asserts that unrestrained immigration and so-called "progressive" agendas represent an existential risk to the continent's identity. Yet, this argument is based on a serious misreading of the reality. The true danger confronting Europe is not societal but economic and technological lag.

A Glaring Economic Gap Between the US and Europe

The data reveal a stark contrast. Between 2008 and 2023, American economic output grew by eighty-seven percent, compared to a mere thirteen and a half percent increase for the EU. During this period, European income per person fell from 76.5% to just half of the American figure. Remarkably, even Mississippi now boasts a greater average income than major EU nations like France and Italy.

Currently, roughly 50% of the global top fifty technology firms are US-based, while only four are European.

The Innovation Shortfall: The Core Problem

This widening disparity is driven by stronger efficiency gains in the United States, largely due to technological innovation and better use of resources. The scene of world technology leadership is overwhelmingly US-centric. In the last fifty years, 241 US firms have grown into enterprises valued at over ten billion dollars, compared with just 14 in Europe.

This gap prompts a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, where does Europe positioned? Experts widely concede it is largely a two-horse race between the US and China, with Europe entering at a significant disadvantage.

Root Causes of Europe's Innovation Gap

Several major factors account for this technological divide.

  • Financing Ecosystem: The United States has a much more robust and agile system for financing new ventures. Europe has yet to establish a true capital markets union, which limits the scale of new firms.
  • Regulatory Fragmentation: Complex and divided rules hamper Europe. A American entrepreneur can launch a service under one regulatory framework to access a market of hundreds of millions. The EU, despite a larger population, is divided among twenty-seven separate systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in military capabilities has weakened its ability in pioneering research.

A Path Forward: Reasons for Cautious Optimism

In spite of these challenges, there are reasons for optimism. Policymakers are increasingly aware of the existential challenge and have begun to advance serious reform. Notable analyses on EU competitiveness and the single market point to the need for sweeping reforms.

With the right incentives and rule changes, these assets could support far greater degrees of commercial innovation.

Europe retains significant advantages: high-quality workforce, top-tier education systems, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to unleash a surge of venture creation.

Importantly, even if Europe does not take the lead in developing next-generation tech, it can still dramatically boost economic output by implementing and tailoring advancements from other regions.

A Critical Juncture

Europe now faces a critical moment. As the saying goes, decline often happens "slowly, then all at once". So far, Europe's slide in innovation has been steady. However, without bold steps to tackle its deep-seated problems, today's slow erosion could turn into a rapid and permanent loss of world influence.
